			<content:encoded><![CDATA[<p>The increased damage from Stopping Power and increased health from Juggernaut cancel each other out when each of them is equipped to opposing players. This does not make the perks equal however. Stopping Power provides an offensive benefit while Juggernaut provides a defensive one. This distinction makes the means each perk offers a distinct benefit, and that one is better on the whole.</p>
<p><a href="http://cod4source.com/wp-content/uploads/2008/04/stoppingpower.png"><img class="alignnone size-medium wp-image-41" title="Stopping Power" src="http://cod4source.com/wp-content/uploads/2008/04/stoppingpower.png" border="0" alt="" width="64" height="64" /></a><strong>Stopping Power</strong> &#8211; The additional 1.4 bullet damage multiplier from Stopping Power means you can eliminate an enemy faster and more easily. With Stopping Power snipers can kill in one shot, M16&#8242;s in one burst and LMG&#8217;s in a single spray and pray.<span id="more-40"></span> For Stopping Power to be beneficial you must be on offensive firing your weapon. It does you no good against long range Sniper fire or someone shooting you around a blind spot. Stopping Power is helpful though when you are trying to shoot someone around a corner or at long range and have a limited amount of time to make the shot. In close quarters  it is also strong if you are only able to land a couple of shots. In the end it all comes down to the offensive nature of the Perk, Stopping Power is good when you are firing your weapon, it&#8217;s bad when you aren&#8217;t firing your weapon.</p>
<p><a href="http://cod4source.com/wp-content/uploads/2008/04/juggernaut.png"><img class="alignnone size-medium wp-image-42" title="Juggernaut" src="http://cod4source.com/wp-content/uploads/2008/04/juggernaut.png" border="0" alt="" width="64" height="64" /></a><strong>Juggernaut</strong> &#8211; Juggernaut is the exact opposite of Stopping Power. It&#8217;s applications are mainly as a defensive Perk. But as they say &#8220;a good defense is good offense&#8221; the extra defensive health of Juggernaut gives you more time to react and go on offense shooting back at the enemy. Juggernaut can is even good when you can&#8217;t shoot back, at long range for instance Snipers need two shots for a kill as opposed to one. At close range it can also give you time to aim and land another couple of shots, which could be even more damage than Stopping Power could do. On the flip side Juggernaut reduces your chances of hitting a fast moving/briefly visible target, where Stopping Power is incredible.  Overall Juggernaut is a much more conditional Perk, it is only good in situations where you aren&#8217;t shooting and on defense. In shooters being on defense is an inherently bad thing because it means you already have one foot in the grave. For example if you do manage to live slightly longer with Juggernaut and find cover, you&#8217;re probably just going to get a grenade lobbed at your face and die from that. The damage gained/lost from each perk balance each other out but Stopping Power is used much more.</p>
<p><strong>The bottom line: In general Stopping Power is better than Juggernaut because it is an offensive Perk. </strong></p>
